CERTIFICATION OF FILMS FOR PUBLIC EXHIBITION


1[7D. Vacancies, etc., not to invalidate proceeding.-- No act or proceeding of 1[the Tribunal,] the
Board or of any advisory panel shall be deemed to be invalid by reason only of a vacancy in, or any defect
in, the constitution of 2[the Tribunal,] the Board or panel, as the case may be.]
